I solved this by creating a task in task manager that runs a script on shutdown. Id like to share my solution here, using BlueStacks as just an example. Strangely, it was both Office, and then Virtualbox files in C:\Program Files\dnplayerext2. LDPlayer is the lightest android emulator for PC, I'll suggest everyone to use this as an emulator on a low spec device. Windows did not shut down (or took a long time to do so) because VirtualBox still has active connections. You'll be able to find file paths of things that are blocking or conflicting with the update process. I went to and then searched for each "LowerCaseLongPathUnexpanded" in the most recent _APPRAISER_HumanReadable.xml file. Simply continue by pressing the Enter key.
